The purpose and overall objective of the directorate is to implement sound and transparent financial management to improve efficiency and delivery. The directorate remains committed towards establishing an effective financial administration in compliance with relevant legislation. The biggest challenge to the directorate is to implement financial reforms envisaged by the MFMA and Property Rates Act as well as to ensure financial viability and sustainability of the municipality.
The functional areas of the directorate are financial management, revenue management and expenditure management.
Revenue Management
• Ensure that all properties are valued and rated
• Ensure that accounts are raised and sent out to all consumers for services rendered
• Ensure that consumer queries are attended to
• Development and implementation of customer care strategy
• Ensure that the information on the debtors’ ledger is correct
• Collect payments and increase revenue collection
• Reconciling control accounts in the main ledger with the debtors’ register
Expenditure Management
• Development and implementation of supply chain management policy
• Responsible for ordering, purchasing, storing and issuing of goods
• Ensure that quarterly stocktaking is done
• Process all creditor payments including salary, wage, staff benefit, trade and sundry payments in accordance the budget policy and the requirements of the MFMA
• Ensure that council property is properly insured against possible loss, damage and/or risk
• Develop and implement internal controls
• Responsible for exercising budget control and ensure that monthly reporting is done in accordance with relevant legislation and council policy
Financial Management
• Compilation of annual financial statements and budgets
• Implement and maintain prescribed asset management policies and procedures
• Balance and reconcile asset registers and regularly update the computerized asset management system
• Cash flow management
• Implement improvements to the existing accounting systems
• Responsible for maintaining computer hard- and software
• Develop and maintain effective internal financial accounting controls
• Financial reporting in accordance with applicable legislation, i.e. DORA and MFMA
